Put Star City in rice folks. The entire city is corrupt. So much so we don't know if there are any solutions for Oliver in how he can fix this. I mean the entire police department (minus like 5 people), the DA and now even the City Council are all in Diaz's pocket. Maybe it's time for a Malcolm Merlyn style "undertaking" to just wipe out the entire city and start again.

This episode was pretty good. Ignoring the issue that both Arrow and The Flash have with season structure, this episode was able to have Oliver confront his choices and failings without having it feel like he's regressing. And even then, it showed that not all of the things that have happened have been his fault (Laurel & Renee ain't on Oliver). It still remains to be seen if they can stick the landing for the season.

In his darkest place yet, Oliver wonders if he has failed at everything; Oliver lashes out at Felicity and William; a surprising visit from an old friend has Oliver questioning his next move.
